Ideally, you'd know it all. As a player, it's always good to be informed. That way, you can better understand the vision that was intended in the creation of the site's realm and lore. However, with how much information is out there, it's doubtful that anyone (not even the staff) will remember every little detail. No one is going to hit you with a book if you forget some trivial little tidbit.
For the most part, you are only responsible for knowing the background information relevant for you. That is, if you want to play a character in the Crimson Saber, for example, it's good for you to read up on the Crimson Saber's background information and glance at the Crimson Saber canons, so you can at least know that organization's structure, history, important figures, and other relevant information. That said, if you aren't positive on certain things, you can always ask again, and we'll try to work with you there.

You may. Once inserted, your character essentially 'becomes' a canon character. That is, the character is now officially part of the realm. Because we don't like retconning characters in and out of the realm, this also means that, should you be inactive for an extended period without leave, we may have to deal with your character, either by putting him or her aside or killing him or her. Since our timeline is semi-linear, we can't have characters that simply clog up the VF realm without any explanation for where they are and what they are doing.
In fact, once inserted, original characters often become just as relevant and important as certain plot characters. There are some limitations for original characters, however. "High ranking" positions, such as Vectorville leadership, hegemon officials, gang leaders, or straggler leaders are often not available for original characters.
Veritas Falsus is half-RPG, half-unfolding story-tale, so we already have certain characters that we have filled in that are deemed especially important and relevant. These characters are canons. Since many of these characters have gotten to where they are by force, it also places an implicit limit on how powerful your characters can be. Obviously we would run into a lot of continuity issues if we allowed a bunch of characters with hero complexes and powers that would outclass all of the strongest canons. But this should not be an issue, as there are plenty of powers (even beyond what we have listed) that fall into an acceptable range.
