This is a very good question, one without a really simple and straightforward answer.
We don't break people down into organized ranks. In developing canons, we did work loosely on the principle that talent rises to the top, so many of our hegemon leaders (essentially the most politically powerful people in the area) are also the strongest in terms of their powers. This applies to characters like Earnest Kingsolver, Seneca Sepulveda, Cosmo Grimaldi, and the Chen and Furoy families.
This is not to say that there aren't weaker hegemon elites or strong stragglers. The straggler group Team FLAVEZ, for example, has several talented members.
